Can the Same Product Have Different Classifications in Different Countries

Overview

Yes. The same product can have different commodity or tariff classifications in different countries.

Although the Harmonized System (HS) provides an internationally recognised framework for classifying goods, individual countries can apply their own tariff subdivisions and classification requirements.

Why Can Classifications Differ?

Classification may differ because countries can have:

  • Different national tariff subdivisions.

  • Different customs classification rules or interpretations.

  • Country-specific import or export requirements.

  • Different duties, taxes, or trade measures applicable to the goods.

What Should You Do?

When importing or exporting goods, make sure the classification is checked against the tariff and customs requirements of the relevant country.

Do not assume that a classification used for a product in one country will automatically be valid in another.
