APEX, or Approved Exporter, is a program established by the European Union to facilitate trade by allowing eligible exporters to self-certify the origin of their goods. The APEX program is part of the EU's Generalised System of Preferences (GSP), which provides reduced or zero tariffs to eligible developing countries for their exports to the EU.

Under the APEX program, eligible exporters can apply to become approved exporters, which allows them to issue self-certificates of origin for their exports to the EU. The self-certificate confirms that the goods being exported originate from a GSP-eligible country and can be used by the EU importer to claim preferential tariffs.
