Overview
Most goods moving from Great Britain to Northern Ireland use the TSS Simplified Procedure. iTSS lets you run it end to end from iCustoms: the ENS, the simplified frontier declaration (SFD) or EIDR, the GMR and the supplementary declaration (SD), all tracked with statuses and notifications.
What Is the iTSS Simplified Procedure?
It's the TSS Simplified Procedure, managed through iTSS. You don't make a full customs declaration before the goods move. Instead, the process has these parts:
- ENS: a safety and security declaration, made before the goods enter NI, usually by the carrier.
- SFD: a simplified frontier declaration, made before the move with a smaller set of data. TSS generates it from your ENS. Controlled goods are lodged with HMRC and get an MRN; other goods are handled as an EIDR.
- SD: the supplementary declaration, with the full data, made after the goods arrive. It's due by the 10th calendar day of the month after the goods moved, and it's the responsibility of the importer of record.
- Final Supplementary Declaration: TSS submits this for you each month. You don't need to do anything.
How Does the iTSS Simplified Procedure Work?
- Create the ENS. Type it in, or use IDP, Upload File or a template. iTSS checks it against TSS validations before anything is sent; you then sync and submit it.
- TSS creates the SFD or EIDR for each consignment. Check the SFDs and EIDRs tabs, and make sure each one is complete before the goods leave GB.
- Create the GMR from the ENS so the vehicle can board.
- The goods travel. Statuses move from Authorised to Awaiting Arrival, then Arrived.
- TSS creates a draft SD. iTSS fetches it automatically, or you can use manual sync to get it straight away.
- Complete the SD header and items. IDP can send completed item lines, and iList adds saved products. Then review, sync and submit by the 10th.
- Pay any duty and close.
- With your own duty deferment account, the duty is taken automatically and the SD closes.
- With the TSS DDA, the SD waits in Pending Payment until you pay.
Who Can Use the iTSS Simplified Procedure?
It covers the majority of movements from GB to NI by RoRo where the goods are released into free circulation. It also covers certain special procedures and reliefs that TSS supports, where the importer uses their own simplified declaration (SCDP) authorisation.
You'll need:
- A TSS registration with an XI EORI
- iTSS connected to TSS in Settings → Authentications, using TSS1, TSS2 or both. When both are set up, iTSS uses TSS2.
- For agents: each customer must authorise you in TSS before you use Act as Agent to file for them.
It doesn't cover:
- Goods imported directly into NI from outside the EU
- Goods arriving by sea or air into inventory-linked locations
- Special procedures or reliefs that TSS excludes, or that need your own SCDP authorisation when you don't hold one
- Movements from NI to GB
What Information Do I Need to Provide?
For the ENS:
- Transport and route details, plus the carrier and haulier
- Each consignment's parties, including the importer's XI EORI, and its transport document number
- Goods descriptions, commodity codes, packages and weights
- The controlled goods indicator and container details
For the SFD: mostly carried over from the ENS. Check the importer, goods domestic status and controlled goods details.
For the SD:
- 10-digit commodity codes, invoice value and valuation details
- Origin and preference, and the NI additional information code (for example NIREM for 'not at risk' goods under UKIMS)
- Licences and certificates, and how you'll pay
Keep: invoices, packing lists, transport documents, licences, certificates and proof of origin for any preference you claim.
